Project Tullow 2040

In 2022 Tullow was selected as a Pathfinder Town and funding was provided under the Town Centre First Policy to engage a design team to develop a Town Centre First Plan for Tullow.

Project Tullow 2040

The vision for Tullow was to create an attractive, prosperous, vibrant and connected town centre where people would want to be, to live, to work, to socialise and to visit.

Following receipt of funding for this plan the Tullow Town Team was set up.  This team consists of representatives from, for example, the community, traders, DTA, Tidy Towns, Disability PPN and Elected Members.  In partnership with Carlow County Council, the Town Team have responsibility for the management and implementation of the Tullow Town Centre First Plan with support from other relevant stakeholders.

A fundamental component in the development of a Town Centre First Plan is engagement with local residents, stakeholders, business owners etc. in order to gain their feedback, comments, local knowledge and insights.  The participation by the community in Tullow has helped to gain an understanding of the town and positively inform and shape this Town Centre First Plan.

The initial public workshop and public consultations brought forward the four key themes of this plan which are Environment, Economy, Movement and Urban Structure.  These 4 themes then played into the process of providing details in respect of the proposed project interventions.

The 11 project interventions within the plan are –

1 The Market Square
2 Court House
3 Heritage Garden & Exemplar Housing
4 Biodiversity Walking Loops
5 River Walk
6 Riverfront Amenity Area
7 Water Activity Area
8 Pedestrian & Cycle Bridges
9 Laneways & Alleyways
10 Captain Murphy Memorial Hall
11 Town Park

Approval of this plan with the 11 proposed interventions contained within it will allow Tullow to seek support from funding streams such as the Rural Regeneration and Development Fund, Croí Cónaithe (Towns) Fund, Town and Village Renewal Scheme, Active Travel Fund and Historic Towns Initiative.

The plan is developed within the context of national, regional and local plans and through careful consideration of best practice publications.
