Freedom of Information Publication Scheme

Local authorities publish schemes to outline their commitment to make information available to the public outside of information provided under Freedom of Information law. This includes information about the local authority structure and its management, the services it provides, decisions and financial information.

Freedom of Information Publication Scheme

Carlow county Council has prepared and published a Publication Scheme conforming with a Model and Guidelines made by the Minister for Public Expenditure and Reform under Section 8 of the Freedom of Information Act 2014. This scheme came into effect on 14th April 2016.

The purpose of the Scheme is to facilitate the provision of information to the greatest extent possible, except for information exempted under the Act and in preparing, reviewing or revising the Scheme, Carlow County Council shall have regard to the public interest in:

  1. allowing public access to information held by the Council,
  2. the publication of reasons for decision made by the Council
  3. publishing information of relevance or interest to the general public in relation to its activities and functions generally

The Scheme is web based with links from it to information under six heading as set out below which will be updated as provided for under the Act. A hard copy will be available for viewing by appointment also.

Information will be provided under the following six headings:

  1. Information about Carlow County Council
  2. Services provided by Carlow County Council
  3. Decision Making Process for major policy proposals
  4. Financial Information
  5. Procurement
  6. Freedom of Information Disclosure Log and other information

If the information sought is not made publicly available by Carlow County Council, a Freedom of Information Request may be considered.
