The Waste Management Acts, as amended, require that any facility which is involved in the recovery or disposal of waste shall hold a Licence, Permit or Certificate of Registration depending on the nature of the activity. Waste Licences are issued by the Environmental Protection Agency ( EPA ), while Waste Facility Permits and Certificates of Registration are granted by Local Authorities for privately operated waste facilities.
Waste Facility Permits and Certificates of Registration are governed by the Waste Management ( Facility Permit and Registration ) Regulations 2007 and the Waste Management ( Facility Permit and Registration ) ( Amendment ) Regulations 2008. These new Regulations came into force on the 1st June 2008.
Examples of activities which require Waste Facility Permits or Certificates of Registration include land reclamation, car dismantling, composting centres, recycling of Construction & Demolition waste and recycling of vegetable and cooking oils.
Annual Environmental Report
The Annual Environmental Report form needs to be completed annually, by the 28th February. The Annual Environmental Report form is an Excel file containing a number of sheets that must be completed. It can be found in the Environment Documents & Forms section of this website.

Waste Collection Permits
On the 1st of February 2012, Offaly County Council was designated as the Nominated Authority for the processing of all new Waste Collection Permit applications and review applications received on or after that date. This single Nominated Authority will be known as the National Waste Collection Permit Office ( NWCPO ).
