The Carlow County Development Board provides a forum where the agencies and organisations involved in the development of County Carlow come together, identify the key strategic priorities facing the County, put in place a strategy to tackle them which involves greater co-operation and co-ordination in public service delivery, and oversees the implementation of the strategy. Carlow CDB held its first meeting in March 2000.

The first step in shaping a vision for County Carlow is to have a clear picture of where we are today. To get this clear picture on a range of issues the Board and the Community and Enterprise section of Carlow County Council have been involved in extensive research and analysis. This includes the collection and mapping on a GIS database of a broad range of socio economic data, consideration and analysis of a broad range of key issues by the Board, its working groups and other sectoral groups and the carrying out of an Audit of Service Provision in the County.
The audit is an extensive piece of research that covers public service provision in Co. Carlow with paid staff. Interviews, using a semi-structured questionnaire, were held with all agencies, while secondary research involved the review of agency reports and publications. It should be considered as an ongoing piece of research and will be added to and amended as appropriate. Together with the work of the Board, the working groups and the other research this audit is an important step in the development of a shared vision for County Carlow particularly in relation to the integration of service delivery within our County.

Goals
In order to achieve its overall vision, Carlow CDB identified eleven themes which encompass the key issues and challenges addressed in the strategy and developed a goal for each theme.
- Business development.
An environment that provides the optimum mix of businesses for County Carlow and generates sustainable quality employment.
- Health and well-being.
Improved health and social well-being of people in Co. Carlow through improved co-ordination and development of new and existing activities and services.
- Community development.
Co-ordinated voluntary community activity in County Carlow, maximising the positive impact of community development for the benefit of all.
- Youth work.
Quality youth services in County Carlow delivered in a well-resourced, planned and professional manner prioritising the inclusion of all young people in the development of new and existing activities and services.
- Childcare.
An integrated approach to quality, child centred, accessible childcare for the overall benefit of all children, parents and providers.
- Environment.
The protection, conservation and enhancement of the environment in Co. Carlow.
- Rural development and agriculture.
Improved quality of life for people in rural areas, through the involvement of local people in the sustainable development of communities in County Carlow.
- Gender equality.
To have gender equality in economic, social and cultural activities in County Carlow.
- Tourism.
A sustainable tourism industry capable of increasing the inflow of tourists and associated revenues in order to realise the full economic potential of tourism in County Carlow.
- Culture.
A sense of pride and place through awareness, celebration and conservation of Carlow’s rich heritage & an understanding of our evolving cultural identity for the benefit of all.
- Education and training.
Quality education and training opportunities accessible to all the people of County Carlow, so that with true partnership and lifelong learning the holistic development and personal achievement of each person is attained.
