Social Inclusion Measures Working Group
County Development Boards were established in 2000 as a Government response to the challange of increased integration of public and local service delivery.
The co-ordination of social inclusion activities at local level is an important function of the County Development Boards. The range of bodies involved in the delivery of social inclusion programmes at local level, together with the many target groups involved and the complex issues arising in many cases, underlines the importance of good co-ordination in this area. So the Social Inclusion Measures Working groups were established to carry out this function.
The Social Inclusion Measures Working group was established in 2001 and has representation from the Department of Social and Family Affairs, the Department of Education and Science, Helath Services Executive, Carlow Local Authorities, RAPID, CANDO, Community Partnership, Carlow LEADER, Open Door CDP, Carlow Jobs Club, Carlow Regional Youth Services, County Carlow VEC, County Childcare Committee, St. Catherines Community Services, Barnardos, Forward Steps Resource Centre ( Tullow ), Bagenalstown Family Resource Centre, DFI and Probation and Welfare.
The terms of reference for Carlow SIM are detailed below.
- To identify local actions / projects which are supported under the Social Inclusion Measures of the NDP
- To co-ordinate the delivery of Social Inclusion Measures at county level, which ensures maximum benefit for target groups, demonstrates best practice and promotes a partnership approach
- To develop an awareness of social inclusion measure and their impact at local level.

This profile was developed under the direction of the Carlow Social Inclusion Measures group ( subgroup of Carlow County Development Board ) as the first step to developing a Local Area Social Inclusion and Anti Poverty Strategy.
We are all aware of the objective to enable individuals to achieve their full potential and to participate fully as members of society and contribute to Carlow’s social, cultural and economic development. To achieve this we must work closely together, have a shared vision and be well informed of the key issues that face us in Carlow. This profile gives us the means to make an informed strategy and decide on appropriate actions.
