The housing information available from this website is intended to introduce the core services provided by the Housing department. Please contact us directly to assess eligibility for various schemes and grants in addition to queries on application form.

The objective of housing policy is to enable every household to have an affordable dwelling of good quality, suited to its needs, in a good environment and as far as possible at the tenure of its choice. The general principle underpinning this objective is that those who can afford to provide for their housing needs should do so either through home ownership or private rented accommodation and that targeted supports should be available to others having regard to the nature of their needs.

  1. Where can i obtain a copy of the of the Housing Strategy for Carlow Local Authorities ?
    The Housing Strategy is available from the document downloads section of this webpage. It is also available from the Planning section and the Housing section of Departmental Reports. 
  2. How do I apply for Affordable Housing ?
    Application forms may be accessed on the Carlow County Council website or collected at the Housing Department.
  3. What will happen as a result of my complaint regarding anti social behaviour.
    We will investigate all complaints of anti social behaviour within 14 days and we will contact the complainant regarding the outcome. Remember anti social behaviour is a crime. Do not tolerate it.
  4. What will happen now after offenders have been interviewed regarding anti social behaviour.
    The situation will be monitored and a huge improvement ( in behaviour) is expected. If there is no improvement we will write out to the offender and if necessary happily initiate evection notices.
  5. Who made the complaint regarding anti social behaviour ?
    We do not divulge that information. All information is received in strict confidence.
  6. My garden is a mess will the Council clean it up for me ?
    Of course not. You are responsible for the upkeep of the garden ( as well as the dwelling ) and also for the laneway or walkway adjoining your dwelling. Gardens should be maintained in a neat and tidy condition to ensure external appearance does not detract from the visual amenity of the neighbourhood. 
  7. Can I buy a local authority house with a family member ?
    Yes. If that person is living in the house and has been assessed and included for rent purposes for the previous twelve months. He or she must not be the owner of another property.
  8. How much will my local authority house cost to buy ?
    Carlow County Council values the property in its existing state of repair and at current market value. The tenant may appeal this valuation figure. A discount of 3% of this figure is then made for each year is then made for each year of tenancy subject to a maximum of 10 yrs i.e. 30%. A further discount of €3,810 is then applied and that is the purchase price of the house.
  9. Who can apply for an Essential Repair Grants ?
    Persons over 65 years of age living alone or with another person over 65 years. We very much encourage the elderly to apply for these grants.
  10. Give examples of works that qualify for a Disabled Persons Grant ?
    Grant assistance available for works deemed essential by Occupational Therapist to meet the needs of the disabled person. For example the provision of ground floor bed or bathroom accommodation, stairlift, ramped access etc.
  11. When will I get the Disabled Persons Grant ?
    You must make a formal application for the grant ( see application form and explanatory memorandum ). If approved, you will be issued with a letter detailing exact nature of works being approved. When these works have been completed to the satisfaction of Carlow County Council, the grant will be paid.
