National Spring Clean 2010
TOP IRISH model, Sarah McGovern, with County Council Cathaoirleach Cllr. Michael Doran launched the 12th National Spring Clean in County Carlow recently by visiting the Cairdeas Centre, Community School and St. Columba’s National School, Tullow to enlist their support.
Carlow Local Authorities are calling on resident’s, community and voluntary groups to organise local clean ups in the county and to register with An Taisce on www.nationalspringclean.org to get their free clean-up kit.
“By volunteering for the National Spring Clean campaign, YOU are actively helping to make and keep county Carlow a cleaner and more enjoyable place to work and live,” Sarah McGovern said.
“People throw litter in areas where there is litter already,” said Janette O’Brien, Carlow County Council. “People feel they don’t own the roads and streets where they litter,” added Fionnghuala Ryan, Environmental Officer, Carlow County Council and “In the past, there has always been someone to clean up afterwards,” concluded John McDarby, Community & Enterprise Section, Carlow County Council.
During April, with the help of residents, communities and volunteers the aim is to clean up existing litter, to emphasize that we own the roads and spaces of the county and there is nobody else to clean up after us.
“Carlow has great communities, schools and agencies working tirelessly to improve the environment and to present the towns and villages as attractive places to visit, to live in or work in,” said County Council Cathaoirleach, Michael Doran. “The Council will be helping these communities, the Schools, Tidy Town Committees, and Residents Associations with the cost of hiring skips to take away the litter and other material collected from cleaning up green spaces and communal areas during the month of April.”
Michael Doran said that the Cairdeas centre are regular participants in Carlow’s Litter League and Carlow’s pride of Place and have always put heart and soul into their efforts, and have been known to bring home plenty of well deserved awards. He and Sarah McGovern declared National Spring Clean in county Carlow officially open.

National Spring Clean is one of Ireland’s most popular, well recognised and successful anti-litter initiatives. Now in its ninth year, the campaign encourages every sector of society to actively participate and take responsibility for litter, by actually conducting clean-ups in their own local environment. National Spring Clean takes place throughout the month of April.

Spring Clean in County Carlow involves Communities being pre-approved which authorises them to proceed to hire a Mini-Skip. They will have control of the date of delivery/collection by the Waste Collector. The Community will pay the Waste Collector and submit an Invoice, duly marked paid by the Collector, to the Council for reimbursement. The Waste Collectors, who are permitted under Waste Management Legislation, have supplied quotes to the Council for hire of a Mini-skip which includes the Gate Fee payable at Landfill.
Participating areas must;
• Pre register with Carlow County Council/ Carlow Town Council for this scheme. An official Letter of Approval will be issued to the Group and only groups that have been so approved will be considered for financial refunds.
• Be part of a recognised/ active community group, Voluntary Group, School etc.
• Be registered / partaking in Carlow County Council/ Carlow Town Council initiatives e.g., Pride of Place, Litter Action League, Green Schools.
• Avail of this scheme ONLY during the month of April.
• Photographic evidence of a Group’s Spring Clean Activities may be requested.
In order to claim funding, the applicant group must submit before the end of May, the Claim Form accompanied by the Waste Collector’s invoice/receipt, marked paid and made out to the named group.
